Provided assistance on the development and updating of the Governmental mall master plan. Assisted agencies in the development of long range facilities plans, cost estimates and budgetary requests. Assisted Budget and Legislative staff in the evaluation of agency requests for Land, Buildings and Improvements appropriations. Reviewed and approve all construction contracts, change orders and requests for payment for the construction programs of the state agencies. Directed the engineering functions of the office including both plans review and field inspection. Provided construction related assistance to all state agencies from site selection and conceptual budgeting through the resolution of construction closeout problems. Provided contract administration of major Capitol Mall construction projects including the work of architects, engineers, contractors and project managers. Major project values exceed $50 million/600,000 sq ft and include new office facilities for the State Judiciary the Department of Revenue and the Department of Administration. Directed the annual maintenance inspection program of 2000 plus existing State buildings. Evaluated building condition, maintenance and utilization. Recommended improvements as required. Served as representative of the Department and the Governor's office on matters of a technical nature. Managed subordinate staff of technical and non-technical personnel. Maintained full budgetary responsibility of the group.

Examined and approved plans and specifications for code compliance and structural adequacy for all state funded construction. Provided project administration and assisted the field inspection staff in the securing of compliance with approved plans and specifications. Directed the inspection program of existing state owned facilities for construction, maintenance and utilization. Provided project administration for major Capitol Mall facilities including the Department of Law building, the Corporation Commission building, the Records Retention Center, Bolin Plaza and restoration of the Territorial Capitol.

Developed and maintained structural analysis and design software for a tower manufacturing company. Implemented non linear analysis procedures for free standing and multi level guyed towers for radio, microwave and Loran applications. Performed additional design work for complex structural components on both commercial and Department of Defense projects. Implemented multiple system migrations on a variety of hardware to improve capabilities.

Technical advisor on development of statewide seismic risk mapping project. Updated in-house seismic design procedures.
